An authorization formerly granted in time of war by a government to the owner of a private vessel to capture enemy vessels and goods on the high seas. Art. I, Sec. 8 of U.S.Const. The signatory powers to the Declaration of Paris in 1856 agreed to stop issuing such authorizations
